What the game is actually asking you to manage
State of Decay 2 is not primarily a zombie shooter. It is a community-management game in which you personally perform the dangerous work. Your goal is to recruit survivors, stabilize a base, build an economy, remove Plague Hearts, promote a leader, complete a Legacy and decide whether to continue the community.
Your first-hour priorities
- Claim the starter base and build or retain an Infirmary.
- Get a reliable vehicle and immediately find a gas can and toolkit.
- Scout the nearest tower or survey point so you understand the map.
- Secure Materials first. They unlock facilities that make later problems easier.
- Claim an outpost that fixes a shortage instead of one that merely looks convenient.
- Recruit selectively. A bad survivor consumes food and morale just as efficiently as a great one.
- Do not start a Plague Heart war until you can replace the medicine, ammunition, fuel and stamina items the fight may consume.
Combat rules that scale
- Stamina is often more important than health during a bad fight.
- Use executions, knockdowns, doors, fences and terrain instead of paying ammo for every normal zombie.
- Do not fight Juggernauts because they happen to exist.
- Ferals are priority targets.
- Rotate tired or injured survivors.
- Retreating is not failure.

Give every weapon a job
Protect the guns that solve a specific problem. Suppressed weapons are for daily field work. High-capacity 7.62 rifles are for loud fights. .50 caliber belongs in the freak and defense toolbox. Heavy melee is a Heart specialist's friend.
Daily Driver
Suppressed rifle or sidearm, efficient melee, healing and stamina.
Heart Assault
Primary Heart damage method, backup gun, stimulants, cure and an escape vehicle.
Freak Country
Reliable headshot weapon, extra ammunition, cure and enough stamina to reposition.
Preparation beats DPS
Choose the method before arrival. Scout the room. Stage the vehicle. Damage to phase. Leave the gas. Control the adds. Return only when the fight is favorable.

Build survivors around jobs
Purpose-built survivors are easier to use and easier to replace. Heart breakers, ghost scavengers, tanks, medics and road warriors each solve a different community problem.

Optimize repeatable income, morale, storage, vehicle access, defenders and a deep bench of survivors.
Higher difficulty changes what is affordable
On Lethal, travel distance is a resource cost, noise is a liability and bad positioning is often fatal. Keep cure, stamina, fuel and a toolkit available. Do not let a Heart, hostile enclave or mission turn into a pride contest.
